Heat the olive oil in a large skillet over medium heat. Add the onion, bell pepper, celery, oregano, thyme, salt, and pepper. Cook, stirring often, until the vegetables are softened, about 5 minutes.

Add the rice and cook, stirring often, until the rice is lightly toasted, about 5 minutes.
Add the chicken broth, tomatoes, and green onions. Bring to a boil, reduce the heat to low, and simmer until the rice is tender, about 15 minutes.
Stir in the parsley and shrimp and cook until the shrimp are cooked through, about 5 minutes.
