Preheat oven to 350°F (177°C). Line a baking sheet with parchment paper.
In a medium bowl, mix together the flour, baking powder, and salt. Set aside.
In a separate bowl, cream together the butter and brown sugar until light and fluffy. Add the cinnamon and mix until combined.
Add the dry ingredients to the butter mixture and stir until combined. Add the milk and stir until the dough comes together.
Roll out the dough on a lightly floured surface to a rectangle about 1/4 inch thick. Spread the cinnamon mixture over the dough.
