Add the onions, garlic, thyme, allspice, cumin, paprika, black pepper and salt.
Sauté for 3 minutes.
Add the tomatoes, bell peppers, carrots, celery and potatoes.
Sauté for 5 minutes.
Add the wine and fish stock.
Bring to a boil and reduce heat to low.
Simmer for 30 minutes.
Add the fish and simmer for 15 minutes.
Serve with white rice.

Heat the olive oil in a large pot over medium heat.
Add the chopped onions, minced garlic, fresh thyme, ground allspice, ground cumin, ground paprika, ground black pepper and salt.
Sauté for 3 minutes, stirring occasionally.
Add the chopped tomatoes, chopped bell peppers, chopped carrots, chopped celery and chopped potatoes.
Sauté for 5 minutes, stirring occasionally.
Add the white wine and fish stock.
Bring to a boil, reduce heat to low and simmer for 30 minutes.
Add the fish fillets and simmer for 15 minutes.
Serve with white rice.
