In a separate bowl, mix together the butter and flour until crumbly.
Add cold water and mix until dough forms.
Divide dough into two equal parts.
Roll out one part of the dough and line a 9-inch pie plate.
Pour the salmon mixture into the pie plate.
Roll out remaining dough and place over the top of the pie.
Crimp the edges of the pie to seal.
