In a large bowl, combine the flour and water. Knead until a smooth dough forms.
Cut the lamb into small pieces, about 1/2 inch in size. Do the same with the pumpkin.
Roll out the dough and cut into circles. Place a spoonful of the lamb and pumpkin mixture in the center of each circle.
Fold the dough over the filling and pinch the edges to seal.
Place the dumplings in a steamer and steam for about 30 minutes, or until the dough is cooked and the filling is hot.
