Add ghee and milk to the dry ingredients and knead to form a soft dough.
Divide the dough into small portions and roll each portion into a ball.
Heat oil in a pan and deep fry the balls until they turn golden brown.
In another pan, add sugar, water, cardamom, and rose water to prepare the sugar syrup.
Once the sugar syrup is ready, add the fried balls to the syrup and let them soak for 2 hours.
