Preheat oven to 350°F.
Slice eggplant and potatoes into thin slices.
In a large skillet, cook ground beef until browned.
In a large bowl, combine cooked beef, eggplant, potatoes, onion, garlic, tomato sauce, white wine, cinnamon and oregano.
In a medium saucepan, melt butter over medium heat. Whisk in flour until combined.
Slowly add milk, whisking constantly until sauce thickens.
In a 9x13 baking dish, layer the beef and vegetable mixture and top with béchamel sauce.
Bake for 45 minutes or until golden brown.
