Heat 2 tablespoons of olive oil in a large pot over medium-high heat.
Add 1 cup of chopped onion, 1 cup of chopped bell peppers, 2 cloves of minced garlic, 2 teaspoons of ground cumin, 1 teaspoon of ground coriander, 1 teaspoon of ground nutmeg, 1 teaspoon of dried oregano, 1 teaspoon of dried thyme, 1 teaspoon of salt, and 1/2 teaspoon of black pepper and cook, stirring occasionally, until the vegetables are soft, about 5 minutes.
Add 2 cups of fish stock, 2 cups of chopped potatoes, 1 cup of chopped tomatoes, and 1/4 cup of chopped fresh parsley and bring to a boil.
Reduce the heat to low and simmer for 30 minutes.
Add 2 pounds of fish fillets and cook until the fish is cooked through, about 8 minutes.
