In a large skillet, heat the olive oil over medium-high heat.
Add the garlic and onion and cook for 5 minutes.
Add the bell pepper and cook for an additional 3 minutes.
Add the seafood stock, saffron, paprika, salt, and pepper and bring to a boil.
Add the rice and reduce the heat to low.
Cover and cook for 15 minutes.
Add the seafood and cook for an additional 10 minutes.
Add the frozen peas and cook for 5 minutes.
Stir in the lemon juice and serve.
