Strain the mixture and discard the mint.
Mix in the sugar and cream.
Chill in the refrigerator.
Churn in an ice cream maker.
Mix in chocolate chips.

In a medium saucepan, combine the mint leaves and milk. Heat over medium heat until hot but not boiling. Remove from heat and let the mint steep in the milk for about 1 hour.
Strain the mixture through a fine-mesh sieve, pressing on the mint leaves to extract as much flavor as possible. Discard the mint leaves.
Return the milk to the saucepan and add the sugar and cream. Heat over medium heat, stirring frequently, until the sugar is completely dissolved.
Remove from heat and let cool to room temperature. Once cooled, cover and refrigerate until completely chilled, about 2 hours.
Churn the mixture in an ice cream maker according to the manufacturer's instructions. During the last few minutes of churning, add the chocolate chips.
Transfer the ice cream to a lidded container and freeze until solid, about 2 hours.
