Soak the chickpeas in water overnight. Drain and rinse the chickpeas.
In a food processor, combine the chickpeas, onion, garlic, cumin, coriander, salt, baking powder, flour, parsley, cilantro, and pepper. Pulse until a coarse mixture is formed.
Form the mixture into small patties. Heat the oil in a large skillet over medium heat. Fry the patties for 3-4 minutes per side, or until golden brown.
