Soak the chickpeas in a large bowl of water overnight. This will help to soften them and make them easier to mash.
Drain the chickpeas and transfer them to a bowl. Mash them with a fork until they are a thick paste.
Add the garlic, parsley, cumin, coriander, baking powder, salt, and lemon juice to the chickpeas. Mix until everything is evenly distributed.
Mix in the flour and water until the mixture is thick and sticky. You may need to add more water or flour to achieve the desired consistency.
Form the mixture into balls and flatten slightly. The falafel should be about the size of a golf ball.
