In a large pot, heat the ghee over medium-high heat. Add the lamb and cook until browned. Add the spices and stir to combine. Add the tomatoes, onions, garlic, green peppers, carrots, parsley, cilantro, almonds, and raisins. Stir to combine and cook for 5 minutes.
Add the rice and water and stir to combine. Bring to a boil, reduce the heat to low, cover, and simmer for 25 minutes.
Remove the pot from the heat and let sit, covered, for 10 minutes. Fluff the rice with a fork and serve.
