In a large bowl, combine 2 cups of all-purpose flour with a teaspoon of salt. Gradually add a cup of water, mixing until a dough forms.
In another bowl, mix together a cup of mashed potatoes and a cup of ricotta cheese. Season with salt and pepper to taste.
On a floured surface, roll out the dough to about 1/8 inch thickness. Cut out circles using a round cookie cutter.
Place a spoonful of the potato and cheese mixture in the center of each circle. Fold the dough over the filling to form a half-circle, and press the edges to seal.
Bring a large pot of salted water to a boil. Add the pierogi and cook until they float to the surface, about 5 minutes.
In a large skillet, melt 2 tablespoons of butter over medium heat. Add the boiled pierogi and fry until golden brown.
