Place 1 cup of bulgur wheat in a large bowl.
Pour 3 cups of boiling water over the bulgur wheat.
Cover the bowl with a plate and let it sit for 15 minutes.
In a separate bowl, combine 1 cup of finely chopped parsley, 1 cup of finely chopped mint, 2 cups of diced tomatoes, 1 cup of diced cucumber, and 1/4 cup of finely diced red onion.
Add 3 tablespoons of olive oil, 2 tablespoons of lemon juice, 1/2 teaspoon of salt, and 1/4 teaspoon of black pepper and mix everything together.
