This traditional Slovakian dish is made with cabbage leaves stuffed with ground beef, rice, and spices, simmered in a tomato sauce. It is a hearty and flavorful meal that is sure to please.
Mix the beef, rice, oregano, basil, black pepper, garlic powder, onion powder, and salt together in a bowl until combined.
Lay a cabbage leaf flat and spoon about 1/4 cup of the beef mixture onto the center of the leaf.
Fold the sides of the leaf over the beef mixture and roll the leaf up.
Place the cabbage rolls into a large pot and pour the tomato sauce and water over the rolls.
Bring to a boil, reduce heat to low, cover, and simmer for 45 minutes.
