In a large pot, heat the vegetable oil over medium-high heat.
Add the onion, bell pepper, carrots, celery, mushrooms and potatoes. Cook until the vegetables are tender.
Stir in the curry powder, cumin, garlic powder, ginger, cayenne pepper, salt and black pepper. Cook for 1 minute.
Stir in the coconut milk and water. Bring to a boil, then reduce heat to low and simmer for 30 minutes.
Stir in the coconut flakes and simmer for another 15 minutes.
