Stir in the curry powder, cumin, garlic powder, ginger, cayenne pepper, salt and black pepper. Cook for 1 minute.
Stir in the coconut milk and water. Bring to a boil, then reduce heat to low and simmer for 30 minutes.
Stir in the coconut flakes and simmer for another 15 minutes.
