In a large pot, heat the olive oil over medium heat.
Add the beef chuck roast and sear on all sides until browned.
Add the garlic, onion, carrots, and celery and sauté until softened.
Stir in the tomato paste and beef stock and bring to a simmer.
Add the paprika, pepper, salt, and caraway seeds.
Cover and simmer for 1 1/2 hours, stirring occasionally.
Mix the flour with a small amount of cold water to form a paste.
Stir the paste into the goulash and simmer for an additional 30 minutes.

This should take about 5 minutes. Once the beef has browned, remove it from the pot and set aside.
Add the garlic, onion, carrots, and celery to the pot and sauté until softened. This should take about 5 minutes.
Stir in the tomato paste and beef stock and bring to a simmer.
Add the paprika, pepper, salt, and caraway seeds and stir to combine.
Add the beef back to the pot and cover. Simmer for 1 1/2 hours, stirring occasionally.
Mix the flour with a small amount of cold water to form a paste.
Stir the paste into the goulash and simmer for an additional 30 minutes.
