Preheat oven to 350°F (175°C). Grease a 9x13 inch baking dish.
In a large skillet over medium-high heat, cook the ground beef until browned, about 5 minutes. Drain off any excess fat.
Peel and slice the potatoes and eggplant. Layer the potatoes, eggplant, and ground beef in the prepared baking dish.
In a medium saucepan, melt the butter over medium heat. Stir in the flour and cook for 1 minute. Gradually whisk in the milk, stirring constantly until the sauce thickens, about 5 minutes. Stir in the salt and pepper.
Pour the bechamel sauce over the top of the layered ingredients. Sprinkle with grated cheese.
Bake in preheated oven for 1 hour, or until the potatoes are tender and the cheese is golden brown.
