Heat the oil in a large saucepan over medium heat.

Add the garlic and cook for 1 minute.
Add the turmeric, cumin, coriander, ginger, cardamom, cinnamon, black pepper, and cayenne pepper and cook for 1 minute.
Add the coconut milk, water, and salt and bring to a boil.
Reduce heat to low and simmer for 25 minutes.
Stir in the cilantro and cook for 5 minutes.
