In a large skillet over medium heat, cook the onions and garlic until they are soft and translucent.
Add the ground beef to the skillet and cook until browned. Stir in the curry powder, turmeric, salt, and pepper.
In a separate bowl, combine the milk and eggs. Stir in the bread crumbs, raisins, and vinegar. Add this mixture to the skillet and mix well.
Pour the mixture into the prepared baking dish. Sprinkle the top with almond flakes and insert the bay leaves into the mixture.
