In a large saucepan, melt butter over medium heat. Add onion, carrots, celery, tomatoes, salt and pepper. Cook for 5 minutes, stirring occasionally.
Add rice and chicken broth. Bring to a boil, reduce heat to low and simmer for 30 minutes or until the rice is tender.
Stir in parsley and serve.
