Preheat the oven to 350°F.
Mix the salt, pepper, garlic powder and onion powder together in a small bowl.
Rub the mixture onto the ribs on both sides.
Place the ribs in a large roasting pan.
Pour the red wine over the top of the ribs.
Cover the pan with aluminum foil.
Place the roasting pan in the preheated oven and cook for 2.5 hours.
Remove the foil and cook for an additional 30 minutes, or until the ribs are browned and cooked through.
