Heat oil in a large skillet over medium heat.
Add garlic and cook for 1 minute.
Stir in the turmeric, cumin, coriander, chili powder, cardamom, cinnamon, and cloves.
Cook for 1 minute.
Add the coconut milk and bring to a simmer.
Add the fish, salt, and sugar.
Simmer for 20 minutes.
