In a large skillet, cook the ground beef, onion, pepper, and salt until beef is cooked through.
Lay out one sheet of phyllo dough on a baking sheet and brush with melted butter.
Continue layering the phyllo dough and butter until all of the dough is used.
Spread the beef mixture over the top of the phyllo dough.
Bake for 45 minutes or until golden brown.
