Heat a pan over medium-high heat and add the onion, bell pepper, and ground pork. Cook until the pork is browned.
Add the spices and stir to combine.
Add the maize mixture and cook for 5 minutes.
Stir in the cilantro and remove from heat.
Fill the tamale wrappers with the mixture and fold.
Steam the tamales for 1 hour.
