Stir in soy sauce, fish sauce, sugar, and pepper. Cook for 1 minute.
Add cooked rice, ham, cilantro, and peas and carrots. Cook, stirring occasionally, until heated through, about 5 minutes.

Heat 1 tablespoon of vegetable oil in a large skillet over medium heat.
Add 1 cup of diced onion, 1 cup of diced bell pepper, 1 cup of diced carrots, 1 cup of diced celery, 1 tablespoon of minced garlic, and 1 tablespoon of minced ginger. Cook, stirring occasionally, until vegetables are tender, about 5 minutes.
Stir in 1 tablespoon of soy sauce, 1 tablespoon of fish sauce, 2 teaspoons of sugar, and 1/2 teaspoon of ground black pepper. Cook for 1 minute.
Add 2 cups of cooked white rice, 1 cup of diced cooked ham, 1/4 cup of chopped fresh cilantro, and 1 cup of frozen peas and carrots. Cook, stirring occasionally, until heated through, about 5 minutes.
