Preheat oven to 350°F.
Heat olive oil in a large skillet over medium heat. Add ground beef and cook until browned, about 10 minutes. Drain fat.
Slice potatoes and eggplant into 1/4 inch thick slices. Layer potatoes, eggplant, and beef in a greased 9x13 inch baking dish. Sprinkle with salt, pepper, and nutmeg.
Whisk together 1 cup of flour and 4 cups of milk in a medium bowl. Pour over the top of the layered ingredients and spread evenly.
Sprinkle with 1 cup of grated cheese and dot with 3 tablespoons of butter.
Bake in preheated oven for 1 hour, or until potatoes are tender and cheese is melted and bubbly.
