Heat the oil in a large pot over medium-high heat. Add the beef and cook until browned, about 5 minutes. Add the onion and garlic and cook until softened, about 3 minutes.
Add the beef broth, carrots, celery, potatoes, salt, pepper, and thyme and bring to a boil. Reduce the heat to low and simmer, covered, until the beef and vegetables are tender, about 2 hours.
Stir in the parsley and season with salt and pepper to taste. Serve hot.
