Preheat oven to 350°F (175°C). Grease and flour a 9-inch (23 cm) round cake pan.
In a medium bowl, whisk together the flour, cocoa powder, baking soda and salt.
In a large bowl, beat together the butter and sugar until light and fluffy. Add the eggs one at a time, beating well after each addition. Stir in the vanilla extract.
Gradually add the dry ingredients to the wet ingredients and mix until just combined. Stir in the milk and chocolate chips.
Pour the batter into the prepared pan and bake for 30 minutes, or until a toothpick inserted into the center of the cake comes out clean.
Let cool for 10 minutes before turning out onto a wire rack to cool completely.

Preheat oven to 350°F (175°C). Grease and flour a 9-inch (23 cm) round cake pan. This will help the cake to release easily from the pan once it's done baking.
In a medium bowl, whisk together the 1 cup (125 g) all-purpose flour, 1/2 cup (50 g) unsweetened cocoa powder, 1/2 teaspoon baking soda, and 1/4 teaspoon salt. Set aside.
In a large bowl, beat together the 1/2 cup (115 g) butter, softened, and 1 cup (200 g) granulated sugar until light and fluffy. This will take about 3 minutes.
Add the 2 large eggs one at a time, beating well after each addition. Stir in the 1 teaspoon vanilla extract.
Gradually add the dry ingredients to the wet ingredients and mix until just combined. Stir in the 1/2 cup (120 ml) milk and 1 cup (170 g) semisweet chocolate chips.
Pour the batter into the prepared pan and bake for 30 minutes, or until a toothpick inserted into the center of the cake comes out clean.
Let cool for 10 minutes before turning out onto a wire rack to cool completely.
