Preheat oven to 350°F. Grease and flour three 9-inch cake pans.
In a large bowl, combine the flour, sugar, cocoa, baking powder, baking soda, and salt.
Add the eggs, milk, oil, and vanilla to the dry ingredients and mix until smooth. Stir in the boiling water and chocolate chips.
Pour the batter evenly into the prepared pans and bake for 30-35 minutes, or until a toothpick inserted into the center comes out clean.
While the cake is cooling, make the ganache. Heat the cream in a small saucepan until it just begins to simmer, then pour it over the chopped chocolate. Let it sit for a minute, then stir until smooth.
Once the cakes are completely cool, spread a layer of ganache between each layer, then stack them on top of each other.
Pour the remaining ganache over the top of the cake, letting it drip down the sides. Let the ganache set before serving.
