Place bulgur in a bowl, and cover with boiling water. Let stand 20 minutes or until bulgur is tender.
Drain and squeeze dry.
Combine bulgur, tomatoes, parsley, mint, lemon juice, salt, and pepper in a bowl.
Toss well to combine.

Start by placing the bulgur in a large bowl. Pour boiling water over it and let it stand for about 20 minutes or until the bulgur is tender.
After the bulgur is tender, drain it and squeeze out any excess water.
In the same bowl, combine the drained bulgur, finely chopped tomatoes, chopped fresh flat-leaf parsley, chopped fresh mint, freshly squeezed lemon juice, salt, and black pepper.
Toss all the ingredients together until they are well combined.
