Heat the oil in a large pot, add the beef and brown on all sides
Remove the beef, add the onions and garlic to the pot and saute until softened
Add the paprika, caraway seeds, salt and pepper to the pot and stir well
Return the beef to the pot, stir in the broth and bring to a simmer
Cover the pot and let it simmer for about 2 hours, until the beef is tender
Mix the flour with a little water to make a paste, stir it into the pot to thicken the gravy
