Rinse the bulgur in cold water and drain. Place the bulgur in a medium saucepan and add 2 cups of water. Bring to a boil, reduce heat to low, cover and simmer for 10 minutes.
Remove from heat and let sit, covered, for 5 minutes. Fluff with a fork and set aside to cool.
In a medium bowl, mix together the olive oil, lemon juice, oregano, salt and pepper. Add the bulgur, tomatoes, cucumber, onion, parsley and mint to the bowl and mix together.
Serve cold or at room temperature.
