Add the oregano, thyme, allspice and nutmeg and cook, stirring, for 1 minute.
Add the tomatoes, broth, salt and pepper and bring to a boil.
Reduce the heat to low and simmer for 15 minutes.
Add the fish, peppers and herbs and simmer for 10 minutes.
Serve over rice or quinoa.
