Add the garlic, onions, potatoes, and carrots and cook for 5 minutes.
Add the tomato sauce, cumin, oregano, salt, pepper, and beef broth and stir to combine.
Bring to a boil, then reduce the heat to low and simmer, covered, for 2 hours.

In a large pot, heat the olive oil over medium heat. Make sure the pot is large enough to hold all of the ingredients.
Add the beef stew meat and cook until browned. Break up any large chunks of meat with a wooden spoon.
Add the garlic, onions, potatoes, and carrots and cook for 5 minutes, stirring occasionally.
Add the tomato sauce, cumin, oregano, salt, pepper, and beef broth and stir to combine. Make sure everything is well mixed.
Bring to a boil, then reduce the heat to low and simmer, covered, for 2 hours. Stir occasionally and add more beef broth if needed.
After 2 hours, the stew should be thick and the meat should be tender. Taste and adjust the seasonings if needed.
